Sexual Harassment Policies and Programs in the Militaries of TTCP Countries

Abstract: This thesis examines the policies, programs, and scope of sexual harassment in the United States Navy and the military forces in The Technical Cooperation Program TTCP countries, United States, New Zealand, Australia, Canada, and United Kingdom. It highlights the most effective approaches to eliminate sexual harassment and makes recommendations for improvement. Research was conducted on the information provided from all participating countries. This thesis assesses the background surrounding sexual harassment, including initial recognition, associated watershed events, and the role of women reviews each countrys national and military sexual harassment policies describes sexual harassment training and associated programs, assessment groups, measurement instruments, and scope of sexual harassment analyzes the common themes that emerge and the international highlights of the most effective programs and provides recommendations. Several critical elements are highlighted in this study. These include the general approach taken by New Zealand and Canada the Canadian Defence Forces training program and cultural change efforts the U.S. Navys prevention and command assessment program and the Australian, Canadian, and New Zealand emphasis on a well-conducted investigation. The leading recommendation stresses the need for TTCP militaries to take the steps required to evoke a cultural change to affect the attitudes and perceptions of personnel.
