Transforming Rehabilitation: a Strategy for Reform
This paper sets out how the UK will transform the way the country rehabilitates offenders, to make progress in driving down reoffending rates. We are clear that the level of reoffending by offenders who have already passed through the justice system has remained unacceptably high for too long.
