Abstract:This evaluation report—conducted by RAND Europe on behalf of the Armed Forces Covenant Fund Trust—examines how a cohort of local authority clusters used additional “Sustaining Delivery” funding to institutionalise and embed delivery of the Armed Forces Covenant at the local level. Through a review of case studies and project activities, the study explores strategies of leadership designation, partnership-building, tailored communications, data collection, flexibility in implementation, and production of replicable learning tools. The evaluation finds that these embedded practices have enhanced local delivery, supported integration of armed forces communities, and promoted sustained Covenant awareness and activity across participating areas.
