Abstract: This research examined the interpretational concerns of leadership within the Veteran Health Administration (VHA) and the Criminal Justice System (CJS) as it is related to health care provided to incarcerated veterans. The purpose of this study was to explore whether there was a breach between the veteran’s agencies and judicial leaderships across boundaries confirming if incarcerated veterans are provided proper physical and mental healthcare. This Narrative inquiry approach design was the foundation used to guide the study allowing the researcher to gather and analyze data from the participants viewpoints identifying possible discrepancies between all responsible agencies relating to the healthcare of incarcerated veterans. The participants for this study consisted of 6 individuals who were prior-incarcerated veterans, leaders from the Department of Veteran Affairs (DVA), and leaders from the Criminal Justice System (CJS). The open-ended research questions for this study were designed to obtain a full spectrum and comprehensive study across VA and responsible judicial agencies. Results of the study heightened awareness of the current physical and mental health care needs of incarcerated veterans not being met. The research identified discrepancies across agencies, related to leadership, policies, procedures, and ethics; specifically, those directly pertaining to the VA, the judicial and correctional systems.
